ITA received.. Can this letter be used to apply for PCC?

Hello Experts.. I am from Delhi. I received ITA in the recently concluded 7th draw. Can the pdf that I have received be used to apply for PCC at Delhi Police's website?

I will really appreciate if I can get your thoughts on this.

you can apply for pcc in passport seva kendra....you need to book appointment through passport seva website...and fee is 500 rs only and you will be given pcc in a day...!!!

You dont need the ITA to apply for PCC.

I went to Delhi Police's.website and there they have given an option to apply for PCC. They had asked for Photographs, ID Proof and a letter from agency asking for PCC. Without these documents, one cannot apply for PCC. Is this the way to get PCC or we have to apply through Passport Kendra?
