From guide IMM5289, it said IMM5406 Additional Family Information and IMM5669 Schedule A-BackGround/Declearation have to be completed by applicant and spouse.
does it mean I have to have two copies of each form. I fill IMM5406 and IMM5669 and my wife also has to fill them again?

but why, in IMM5289 ?
both of them said:
This form must be completed by:
You, as the principal applicant,
Your spouse or common-law partner (whether accompanying you to Canada or not), and
Your drpendent children aged 18 or over (whether accompanying you to Canada or not)
for applicaiton purposes, the sponsor is not the "spouse" or "family member", they are ONLY the sponsor and only need to fill out the forms for sponsors, since they are not seeking PR status. these forms are general forms for all streams of sponsorship, so the term "spouse" in the applicant forms is referring to PR applications through a stream that is not spousal sponsorship. for example: a married/commonlaw person is applying sponsorship through express entry or some other economic stream or a couple is applying for PR through parent sponsorship.

Unmaintained guide perhaps? Look at it this way:
- You are required to submit a completed Document Checklist (not the guide -- the Checklist). It states clearly that the applicant does that part, not the sponsor.
- The sponsor must already be known to Canada (Citizen or PR), therefore, what is the purpose of telling them again??
- We submitted exactly what the Checklist states and we haven't had any documents (except for an expired PCC) requested.
