The scammers most likely aren't even in Canada. They are just pretending they are in Canada. It's extremely easy to fake this.

There is nothing the Canadian government can do about this.

You need to do your own job search on Canadian job sites like Indeed or Job Bank. Most jobs will say only apply if you have work authorization so skip those. You need to get a job offer and employer willing to pay for and go through the LMIA process proving that you are the only person who has the skills, education and language. Get ECA for your education and IELTS too. If you are lucky to get a LMIA, then you apply for a closed work permit.

It's very easy to create a website for any country and get a phone number in any country. Anyone can do this. There's probably a very good chance the scammers are from your own country.

The Canadian government does not give job offers.

You have to find a genuine job offer from a Canadian employer yourself and do the research to make sure it's real. Apply for jobs directly with large employers in Canada (i.e. directly through their websites) and also through websites such as the Canadian job bank. If anyone offers you a job too easily (i.e. there is no interview, you get the job offer fast, they are offering free flights / food / accommocations) - then it is fake. If anyone asks you for money - then it is fake and a scam.

It's up to you to verify the job offer is real. Unfortunately many job offers are scams.

The scammers are very likely Indian or Pakistani. There are a lot of scams out there pretending to be Canadian government officials. Check out YouTube
