Hello dear members. I have consulted with both family lawyer and immigration lawyer. The inly way i have been advised is to apply for a trv and if it gets rejected the lawyer will file appeal in federal court. Both lawyers said there isnt any legal way that i can ask for reunification with my children. Please give ur feedback and suggestions, if anyone here has some better idea . Thanks all

You received good advice but even if you file JR that doesn’t guarantee approval. The fundamental issues still exist and JR is only valid for errors in TRV assessment.

does it make any difference if an immigration lawyer applies trv for me? How does the visa officer see a file for trv if applied through a good immigration lawyer practicing in canada?

They see it the same way as if you applied, but with fewer errors. If nothing has changed since the last refusal, then the result is likely going to be the same. Keep in mind, it's the lawyer who will benefit from you appealing a refusal, not necessarily you.

Assume your spouse is declaring all that world income as required to both welfare office and CRA. The main issue is that your family is in Canada not your finances although your wife appears to be committing fraud which is a crime which is also not great.
