has anyone figured this out?
Yes! I called them! There is no minimum wage for express entry. There is not even an offer letter requirement for this stream. The info in the bottom of application guide is copied from the International Student/Foreign Worker stream and does not hold for express entry applicants. Only the requirement stated in the eligibility section is required, and that is all.
