I applied paper-based PR before and also received a open bridge work permit. However, now I withdraw my paper-based application and then applied EE. I'd like to is my open bridge work permit still valid? Or is it will become invalid because I withdraw my application?

In my opinion it is valid.
Its like study permit don't get invalid if you quit the course or change college.

Yes, it remains valid.
However, you don't need to withdraw the paper-based application to apply through express entry, you can have two applications in process as long as they are to two different programs (i.e. not 2 EE applications at the same time).
