You need to have worked for one year in order to be eligible to create an express entry profile.

Am I supposed to submit all the documents proving my employment such as reference letters and T4 slips even before I create my EE profile?

You will fill in your start date and the system will calculate the length of your employment. You don't submit those documents when creating your profile.
