I wanted to ask if CIC is okay with receiving multiple PCCs for the same country, if you've lived in multiple cities in that country and the police is provincial only ? That is, if there's no central governmental body in your country which can issue a PCC for you irrespective of where you lived there, would it be okay to send multiple PCCs, one for each city/state where you lived ?

If that is the case, then you can keep multiple PCC's along with a Letter of Explanation. I am a little surprised to see that they issue mutliple pCC's for every city/state that you lived in this country where u lived. But ensure that you don't have a centralized system in place before you do this. If you have a centralized system , then it preferable that you get it from there
My country is Pakistan and I have checked those instructions. They just tell me to go to the Police Station in my town and fill out the form there. There's no info there for cases when you've lived in different cities and may require multiple PCCs, one for each city.

Typically the PCC from your current city would be sufficient. If you still want you can attach multiple PCCs and provide a Letter of explanation for the same.
PCC is always for the country and CIC specifically gives you instructions on if, when and how to get one from any country. Just follow CIC instructions specific to Pakistan and get it from your local provincial authority if that's what CIC recommends. Absolutely no need to over think this one by getting multiple PCCs.
