Is it okay if I DO NOT upload Degree Certificate after ITA and just upload Provisional?

HI, I am in the similar situation.

my university is yet to send me the degree certificate. they only have transcript which says degree awarded. I sent this to WES and received the WES report for masters degree.

Now I have received ITA and not sure how to proceed without degree certificate. I have WES report which says masters , transcripts for masters. Is this sufficient ?
post ITA it says degree or diploma certificate needed. WIll there be a problem if I only upload transcript and provid explanation?
