Is it normal to get a study permit without submitting a police certificate?

I applied for a study permit online and the police certificate wasn't on the checklist and they didn't request it. I got a message requesting my original passport and saying that a final decision was made but didn't specify the decision. Many people here say that they wouldn't request the original passport unless the visa is approved. Is it normal to get a study permit approved without a police certificate?
I am from Sudan and my application is handled by the visa office in Cairo, Egypt.

In India its not the mandatory document! But in Pakistan its mandatory , it depends upon the country of your nationality! Check with your local VFS!

Actually it is. Two friends of mine have been requested to submit original passport, and they had the visa sticker on their passport.
