My brother is crossing Canada border from USA, Is better to claim refugee at Canada border or come inside canada and claim refugee?

Much better to go to a legal border. Assume he doesn’t have a TRV since he is going via the US so must claim asylum at the border. Very surprised he got a visitor visa to enter the US given that many people in your family have applied for asylum or received asylum. Just getting a visa from Afghanistan is very difficult.
