Need help for someone for border crossing Toronto from Usa

Can anyone tell me from where to cross Usa to Toronto border for refugee claim. Someone is stuck in Usa and need help.
Or if they do from Montreal can they straight come to Toronto after claiming Refugee.

If they fall under a Safe Third Country Agreement exemption, they can enter using any regular border crossing.

They want to come to Toronto. Can anyone guide for Toronto? Can they tell in Montreal border they wana go to Toronto?

Have they claimed asylum in the US already? If they have already sought asylum in the US that can lead to problems attempting to claim asylum in Canada.

If they do come through an illegal border point it is up to them to arrange travel to somewhere else in Canada,
