Meaning, if I apply outbound do I have to spend the whole time outside of Canada? Or if I apply inbound, must I spend all my time inside?

You mean in regards to the applicant right? For outland that is not the case. You can come and go as you wish or stay in Canada the whole time if you can get extensions.
For inland it is more strict. If you do decide to leave and get denied re entry, you application is cancelled. Although they are lenient with people only leaving for a day or so.
