he said for the training purpose they keep recording and if anybody said bad world or shutting with them so they can take action with this audio recoding
because if call agent wants to put complain about the conversation he/she need audio prove

Applying for permanent residence is a huge deal for the applicants - it's a process that will change their lives forever.
For call centre agents, it's just a job. They answer your questions and move on to the next one. They have a few smoke breaks, eat their lunch, and at the end of the day they go home.
They're not writing notes or plotting to get your application canceled or "putting in complaints".
But in answer to your question, next time you call listen carefully to what they say - does it say that the call might be monitored or recorded? They legally have to tell you, so your answer will be found there.
