I am not sure if I get this completey.
The closed work permit is for Noc 2171 (a IT technology consultant). Now, I have a job offer which is recent and is closer to 0213 (IT manager). This offer is issued after the work permit was issued almost 2 years ago.

Both NOCs related though since its the same industry.

The employer reference letter will be based on my current job as an IT manager. Will that be good?

No, not good : ) Your reference letter needs to cover ALL your work experience, not just your current position. If you worked for 2 years first as an IT consultant, and then changed positions to IT manager, the letter needs to provide all the details for BOTH positions.

HOWEVER - If your current work permit is for NOC 2171, you are not authorized to work in a different position (NOC 0213) - when you are on a closed work permit, you need to obtain a new work permit BEFORE you can change positions.

If you apply with work experience that was not authorized, you will be refused.

None of this has anything to do with having a "valid job offer," by the way.

Yes, ICT is exempt from LMIA. but you still need job offer from your employer, according to the requirements of CIC website, and you should have one year work experience with your employer before you apply. Then you can apply for extra 50 points.

I just finished one year on my closed work permit with ICT (Intra company transfer). My spouse is working on open work permit and completed one year too. I am getting 50 points only for the Canadian experience but no points for LMIA.

As LMIA is exempt for ICT , I thought I would get 50 points extra. Is it not right? Any suggestions to improve scores apart from bot of us taking IELTS exam again ?
