I am here on a closed Work Permit which means that I cannot shift companies.
My employer got me here as an ICT(Intra Company Transferee)

Now, if another company wants to hire me, is there a way to make it feasible?

Is there a way the other company can file a separate work permit(closed) for me?

Please advise.

Yes - there is certainly a way to change employers.

Your new employer will first have to obtain an approved LMO. Once the LMO has been approved, you will need to apply for a new closed work permit. Once the new closed work permit is approved, you can start working for your new employer.

Better still, stay with your present company, complete 1 year and then apply for your PR, during which time, you can also make arrangements for other employment!

If I were you, i would stick with the current employer and not play around at this time! " A bird in hand is worth 2 in the bush!"

I agree, that might be the only option you have. However, you can also, if you're eligible,
look into the IEC program >> http://www.international.gc.ca/experience/intro_incoming-intro_entrant.aspx
If you're from one of the participating countries and meet all other requirements, than this would
give you the option to apply for a open work permit.
