IRCC REQUEST LETTER FOR UPDATED LOA for study permit

Hope you are all doing well.
I applied for a study permit on july for September intake 2023
Due to visa delay i missed the fall 2023 semester.
After almost 3 months IRCC started my eligibility review and On 26 october I received an email from IRCC requesting for my new LOA - deferral letter.
I provided it within the timeframe of IRCC. I submitted it on 11 november.
Now, in my Gc key, It is showing that " on 15 november, we are reviewing your additional document "

My questions are -
1. Is getting a LoA request from IRCC good sign of visa approval?
2. How long it may take to get the PPR decision as currently they are reviewing my additional documents.

Its almost 3.5 months since i applied for the Study permit.
Please advice
