What did your GCMS notes say? Is this for your TRV or a work permit becauuse why would you provide “A copy of a letter from the employer in Canada?”
If for TRV, how long is visit because your funds are low? Sister’s funds do not have to be considered. Assume her funds are personal not business. What are your family ties to home country because that was reason for refusal? So you are married with children?

Yes, that's why I am confused. I selected the visitor visa option and then the option for siblings. However, when I select "other family member," the invitation letter option appears.

You need to provide strong ties to go back to your home country like Job, Business etc. If you have a job in your home country NOT CANADA then provide employment verification letter from your employer, recent pay stubs and a holiday request.
