I am also trying to put a request for new application since a week but no luck. I enabled the pop up as well in settings but no luck.
Please guide if you get through with the new application.

I was able to apply new application yesterday, but the payment part did not work out for me today.

I was able to apply the new application 1 month earlier as well, but seems like the draft is only saved for 1 month.

Not sure how would you help me for the payment thing, but thanks for asking.

Can you let me know if you are from Canada? also what steps did you follow to make your payment. I can ask one of my friend who is in Canada to try.

I saw your text message and you have got the ECA app and this message was for an another requester... but no worries, once they will see - will respond.

That is correct draft app only stayed under your profile for a month and then automatically get cancelled.
To be honest I didn't try anything different - was just normal way like open up app and wait for explorer/chrome to pop up an alert and that will take you to the new window which will be Alberta Services and then you can complete your payment.

I'd done couple weeks ago - worked for me though
