My status moved from NA2 to IP2 today (where the Background Check field now indicates - "We have started processing your background check. We will contact you if we need further information").
I have not paid the RPRF fee in advance. Is it normal for CIC to begin a background check without requesting the RPRF fee? My timelines are as follows:
AOR: 5 Dec 2017
Meds Passed: 16 Dec 2017
IP1: 16 Dec 2017
NA2: 21 Jan 2018
IP2: 27 Feb 2018
Visa Office: London
Should I expect the RPRF request letter anytime soon or should I contact CIC? Many thanks.

i was in IP2 the same day, before RPRF request, have you received anything yet. I call cic enquiring about the fee, they send me an email, but i still can not pay for RPRF through the link they provided. please let me know if you have any updates~~~~thx
Hey IRCC replied on their twitter account the following regarding the Feb 27th update:
"If you applied to come to Canada temporarily, this update is a tech issue which we’re working to resolve. If you’re seeing the update for an app to come to Canada permanently, the info is accurate and part of a system update to provide more transparent info."
My two cents here is that the IP2 now really means our application is being processed at the VO or somewhere, and would take sometimes, unlike how it was prior to the update. We used to get RPRF request and/or PPR right away or within a week our status moved to IP2, but now it will take some 20-30 days in the best case scenario I believe.
