Inviting parents on supervisa after invitation for PGP

My parents already have their supervisa. They got their invitation for PGP last week.

Can I still have them come to Canada in 2 weeks time and then complete the application for PGP?

(Also, would it be more beneficial having them here and then apply?)

Application will likely be more expensive and Canada will have records if they get sick. They can’t move to Canada so must arrive with luggage like any visitor and retain ties to their home country.
