This is something i have never hear before and is a living proof of how Bogota embassy is a mess...
I have a friend his wife had his medicals on 14 oct 2009 they requested t=his passport on 20 Aug 2010 not asking new medicals and received it back with the visa waived with expioration time of the medicals. he was planning the hole trip and then the 12 oct 2010 received a letter explaining that they need an interview..... but their visa is already issued... he talked to his MP who was not helpful told him that everything is Bogotas decision!!1....
Can they really do that?

im woried cause my timelines are about the same than my friends...
If the embassy issued the visa, then my understanding is it's a done deal - decision made and approved - and unless something material has changed (such as a change in marital status or a dependent child that he would be obligated to inform the visa office about) I don't see any reason not to go ahead and use the visa. After all, he could have left for Canada as soon as he received the visa, and they will have no proof he ever received the letter saying they need an interview.
Personally, in that situation I'd be tempted to ignore Bogota and simply use the visa to travel to Canada. He has a valid visa, and isn't breaking any rules by using it.
If the embassy get the passport back, and cancel the visa, then it is no longer valid, but unless that happens, I'm fairly sure he can go ahead and use it to travel to Canada.
i believe is a really unusual thing i haven't read of any case having a similar request anywhere.....
but is true! he really doesn't know what to do cause is risky to fly now what is she stopped at the airport and not allow to get into canada... i have heard that the computer know all the info about the case.... and is a long and expensive flight back to home...
