International student with open work permit

I will be receiving an open work permit via my spouse - who is receiving a work permit via an intra- company transfer. Would I be able to apply and claim for a 'status in Canada fee exemption' and thus pay domestic student fees for graduate studies?

No, you are not a resident, i.e. permanent resident or Canadian citizen.
