I currently live in US.I don't believe it is ok for anyone to have ties to mafia and accept kickbaks as you describe.
But the fact of the matter is people vote for politicians. Even if people stay home and not participate in voting process they still by their inaction have an effect of having one candidate prevail over another. This being the case, who is to blame if politicians perform poorly?

You think it is ok for a member of parliament to have ties to Italian mafia and receive kickbacks from shoddy construction projects?

Canada is as democratic as the next third world country. The only difference that in the third world country the corruption is more transparent while in Canada it is secretive.

Its not ok, but welcome to the real world! That's how it works everywhere else in the world as well, and Canada isn't much different I suppose?
