inland spousal application

My girlfriend sent our application on the 3rd of January 2012. We got AIP in November of 2012. After 8 months and nothing from cic I called the call centre and the agent told me the file should have been closed by now. The agent sent an email to the IO in vegreville asking about the status of my application. After 3 weeks I received a letter from vegreville that my file had been transferred to Vancouver for further processing. Is that normal?. Are they doing background , medical and security checks in Vancouver
