All PR cards are issued by the CPC in Sydney, NS, and mailed out from 49 Dorchester Street, Sydney, NS B1P 5Z2 after the successful completion of your Landing Interview at your local CIC/IRCC office.
So you are looking at about 2 months for the Interview Invitation to come in with a date scheduled about a month later from there + 44 days for the PR card processing (paperwork and printing) + 7 days for the mail delivery to your address in Vancouver, BC = 4 months and 3 weeks.
So if you had your DM letter at the beginning of Feb then you are probably looking at about mid to late June or early July to have your hands on your PR card, but hopefully earlier...

i never got any dm letter just the dm on my ecas . I got an enquiry call from an immigration officer on feb 13 and when i opened ecas that night.. my application was approved.. i have called coc 3 times after that ..but everytime they just confirmed that yess your app has been approved but due to backlogs in vancouver it might take upto 3 months to contact . Its really very tiring.

In case you didn't know, CIC/IRCC implemented a pilot program back on December 1, 2017 that allows some applicants to land and confirm permanent residency over the phone. I came across only one person who got his CoPR this way thou.

I heard of this pilot a while back, but I think it was not as successful as they anticipated. As a result I believe it’s been discontinued. Would be really nice if they still had it. What also would be nice is if IRCC makes a website where people who’ve got there DM’s can book their own appointments and can change to a different office if they want. Would be really efficient and would help a lot with regards to processing the backlog. Waiting a few months for a 10 minute interview is really inefficient and unreasonable.
