This is my interpretation. The first one says they want a document from you to start processing your application. The second one says that they have started processing and now they need a document from you. You are fine. The VOs never provide us current status of our application while requesting information from us.

ICT means intra-company transfer. For this also, CIC issues closed Work Permit. When you mean no LMIA, then you should be belonging to ICT category wp.
