Actually unlike you think, CIC has communicated back and forth with the Facebook group today, they are not so secretive. The office confirmed details will be posted on CIC website this week and all FCH files pending in the system will receive an email from CIC. I am not sure what FCH means and what that email will contain.
I have bad feelings because they call it a "pilot program". It suggest that it won't apply for everyone rather just a smaller group. There are rumours on the FB group that it will apply in specific provinces.
As for Ponga options, I think we can rule out the first one, because those who hadn't send an OWP hadn't paid the fee, so they can't just get an OWP.
The second option would be great, but I can just imagine the waiting time for an OWP after thousands of applications arrive within weeks.

No, those that DID include the OWP with the Inland application would have had to have paid the fee. Maybe you mean ruling out the second option?
I must admit that my gut tells me that it will likely be option 3, because it is a pilot program and the fact that there are soooo many OWP applications just waiting for AIP. How could they process all of those with the limited staff that they must have?

So the people who tirelessly asked for it wont get it and they will give it to someone else who will apply AFTER ??? You think CIC is crazy? If thats the case why do they have to ask CBC to update right on the same day of media coverage about 10000 families in limbo. I do not believe in the Option #3

BELIEVE ME...I hope you're right, but since CIC has been less than impressive over the last several months...it's anyone's guess at this point HOW they do this.
