I applied for Indian PCC, and when went to PSK (passport seva kendra) I was told that based on the new circular, dated 21st Dec.
if address on passport and current residential address are different, then PCC cannot be issued, you will have to apply for passport renewal.
Has anyone faced the same issue recently.
Does anyone knows what is the fix.
This is so insanely stupid, so if I change my house every 6 months do I have to request for a new passport everytime ?
not sure what will happen to the EE application in that case, which has old passport.

IMO
Ideally your passport should reflect your latest address.You can either apply for new passport with latest address that's when the police will do a verification again and then go to PsK again or get your PCC from the local police station instead or PSK. If your latest address is not as per your passport your police verification for that address is basically not done hence not in the database for the PSK to issue PCC

If that's the case I am also going to face this issue. Was planning to get appointment with PSK this weekend.
Has any one tried to get PCC from police station in India ? Also can some share the format which is acceptable to CIC.
 
What is the kind of PCC needed, does it have to be from Passport office, or one from police office would work ?
for my registered rental agreement, I already have the police certificate.
it would be lot easier to get that done.

Passport cannot be your source / proof of address, its for your visas, if I have to keep my address updated, imagine applying for one every 4 - 6 months and then when travelling to carry 6 - 7 passports ?
Not sure if we maintain criminal database, if we do, then all they need is verify ones name from that database.
Anyways if my address is not there in DB, they can make police to verify, if I live there ? why asking for a new passport ?

I understand that it's weird rule. Which circular is this and at which PSK? Did you carry your current address proof ?
For police verification you need to go to the police station and ask them to verify. The PSK guys don't do it. This is incase there was no verification at the time of issue of passport and adress is same inpassport.The police updates the same in the database and then pcc is issued at the PSK.
If the PSK is not willing to give you can get it from the District police station which is clearly mention on the cic website.
Also take senior guys opinion

For PCC, if you are staying in new address for less than a year, then PSK will accept the rental agreement or any address proof in current address and will provide you PCC without changing the address in passport

We got the PCC last week from PSK. Address mentioned in the passport is different from current address.
If the address is different from the one is passport,no need to change the passport. Only difference is we would not get the PCC on the same day. Our file will be sent to local police station and then after verification we would get the PCC. It takes about a week.

Even I faced the same problem in Bangalore PSK. They mentioned rules have changed, and they cannot issue PCC if the address if different. Asked us to apply for re-issue of passport. Did that, and today got the new passport with current address.

Went to PSK office for PCC : 26th Dec 2016
Applied for re-issue of Passport : 3rd Jan 2016
Passport received : 9th Jan 2016 (actually it should have been delivered on 7th Jan 2016, but we were not present at home).
Police verification pending.

Will get the PCC from PSK after my police verification is done.

I hoped for the same
I went to Pune PSK. and I took with me my registered rental Agreement, inspite of that was refused to give PCC.
should I get it from District Police office ? is it valid ?

Thanks when was it ? because at Pune PSK, they refused to entertain us, didnot even look at my documents.
I had registered rental agreement too.
 
It was in bangalore PSK. We went to on 22nd Dec. We got the PCC on Dec 28.
 
Guys just heard from ministry of external affairs, that the circular is rolled back, now you can apply for PCC, even if your address is different.
how ever be ready to give proof for your address.

Anurag did you get yours done? I had gone to Pune psk 5 months back, it was smooth! However, i need to get it done again, and the address on passport is not current address.
