You need to supply the Police Check from every country you have lived for 6 months or more in a row. On the IRCC website you can see more information about how to obtain Police Clearance from particular countries. Your question is answered there, because you need to get the Police Clearance from wherever they tell you to. If they tell you that you can have it from the passport office then you can, but if they don't tell you to take it from the passport office then it will not be acceptable. I can see on the site that for citizens who live in India in some parts of India the certificate should come from Passport Office. For other parts of India you will need to follow their instruction.
