I would urge everyone to raise a complain on portal "madad" against BLS Canada for exorbitant courier service fees, any other issues you are facing, it's run by Ministry of external affairs. Action is prompt and noticeable.

The question is, is BLS Making any commission from the Purolator courier charges? If not, then why not find a more affordable courier that specialises in documents? Purolator specialises (and is rate competitive) only for urgent heavy parcels to my knowledge.
As to bribes, I reached Brampton BLS at 10.30am after a 4.5h drive to get there, and was sent away without being offered to make any "bribe". I even went to the office, they checked my documents upon request, but sent me away. Those who queued at 7am were being seen in the afternoon.
First they claimed I'm in a "remote area" and quoted $120. I checked myself and found drop-off only was $36 express and argued with them and somehow he was able to improve the rate to $79 which works out to be $43 for pickup from the nearest Purolator office.

Their rates are meant to be by in province/out of province regardless of distance. Actually the guy on the phone tried to swindle me, he kept insisting that I need to pay 4 Courier charges... Including "Brampton to consulate and consulate to Brampton". I didn't fall for that obviously.
