Can we opt to collect surrender certificate in-person OR does that have to be BLS's Drop Off service ?

You have to pitch it right and play it tactfully

BLS will force you that only option is courier

But you can from the onset tell them you are shifting your home to another city within the province in the next 2/4 weeks and you will need to collect this in person instead of courier

bls says i need it but i read somewhere in this forum that letter of explanation can be attached for not having passport and surrender Indian passport.

It used to be the case before, now they don't allow.

How much it cost $$ for postal service for receiving SC by post? Assuming to be delivered within Toronto area.

I guess between $25-$30 per application

I am planning on surrendering it in india - $150 for surrender certificate in canada + long line ups = non sense , in india it’s less than $10, + 3 years to surrender is ample time - make sure to not to use Indian passport for travel after getting the Canadian passport .

Even me, too much headache here...no appointments, etc. And anyways I will be traveling this year

No you go with Canada Passport and visa.

Remember the visa should not be a tourist/eVisa it should be a visa like Entry visa else you will not be able to apply for OCI in India
