My SC application status says "Surrender certificate has been printed".
Does that mean I can go and pickup?

I think by the end of this week or by next week you should see this update on BLS website, please keep checking for it on the BLS tracker. The consulate's part is over I believe now
 
Applied on 30th July in surrey office under Vancouver jurisdiction. Still passport seva site says surrender certificate is under review. Can anyone please comment on the timelines here ?

How did you get hold of the Surrender certificate. Did you contacted BLS for your issue ?
