This shouldn't take that long, I suggest you visit the RPO (Regional Passport Office) and carry your passport, supporting documents and also the acknowledgement you received from the PSK. There' you can place your query, and they can check if your PCC has reached them from the police station/commissioner's office. If yes, then they will verify your details again, and grant you PCC letter and stamp.
I have read online that there are cases when the files reach RPO from commissioner's office, and they sit there idle.

That's not a good news. Contact your respective police station to find out what exactly they have mentioned in their report. Btw which state are you from?
Q23:The file status shows that my police report is "adverse". How should I proceed further?
A: The most likely problem is:
Your police report says you do not reside at the address given, or that you were not available for police verification. If you feel that the absence was temporary and that you normally reside at that address, you can write to RPO(giving your file number) and request a re-verification. RPO needs to get a clear police report from the re-verification, for issue of a passport
OR
The police report might have said that you have unresolved criminal cases against you. In such cases, your file cannot be cleared, unless the cases are cleared by the courts. If the cases have indeed been dismissed, you could submit a copy of the court order and approach the RPO for a re-verification by the police. RPO will refer your file to the police, along with a copy of the court order.
On receipt of a clear report from the police, your file will be processed further for issue of a passport. In cases where the information regarding the criminal case had not been disclosed, a penalty will be imposed and the file cleared after the payment of penalty.
From Punjab..
Applied at PSk chd..
Police officer who came for verification is saying he has sent it to SSP office as clear
also SSP oofice is saying they have sent it as clear..
The only problem I could think of is that I am staying in current address from 8 months only and 4 months of the last one year I was in UAE..
I have UAE PCC and I have showed it to them also submitted with the file to police verification officer..
Now only after going to RPO I can figure out the truth..

I had read a similar thing yesterday on the forum, someone else too had reported exactly the same thing. I suggest you post this query on the JUNE AOR thread, and ask those applicants. I have a good feeling that the rules might have changed.
