But now after getting AOR I and my consultant has decided to submit the attested copy of both the cancelled and renewed passport and we have submitted bot (old & new passport copies and pcc ) to new Delhi visa office.
What do you suggest is it a good step?

Its good to submit renewed passport details and pccs to the local VO. I suggest you to update your passport details directly to cic. Since we are not sure that your file has been transferred to the localVO.

i have paid my RPRF today i paid through online and sent via case specific form
i have a question how do i get to know that my fees has been successfully paid or no does CIC gives any confirmation mail?? anybody who has passed this phase please help me

If you have all the required documents ask your agent to launch your application.
By comparing with last year applicants applicants applied during oct nov have got their PPRs in 6 months.. not everyone though.. you can give a try.. good luck

Even though here some timeline of my friends who obtained medical and Visa stamped from Delhi VO.
Fed AOR- Feb 16 -2016,RPF/PCC Mar-16, Med- 06-Oct ,Visa 02 -Dec and already landed .
similar - Fed Aor- Feb 2016, Med- April 2016, after medical they asked RPF PcC on may 2016 and ,decision made &PPR- Nov- and Got Visa stamped after 4 days
