You mean from CIC's midyear report showing that 1) there were 12,928 ITAs issued in the first half of the year, 2) that of those nearly 13,000 ITAs, only 7,528 actually submitted applications, and 3) that of that number, 5835 were still in process and 655 had been approved, meaning that 4) 1,038 had already been rejected by CIC? And meaning further that of the 1693 that had been processed completely, only 655 had been issued PR?
Of that 6490 that had either been issued PR or were still in process, I don't think it's so unrealistic to project that about 4500, or a little more than 1/3 of the people issued ITAs, would eventually get PR.
Or are you talking about different historical figures?
