I completed my ECA from WES. I have a two year nursing diploma from Jamaica.  My report states this:
Canadian Equivalency:
College-level certificate (one year) from a non-recognized institution.
On the cic website it doesn’t state that it must be for a recognized institution, it’s says:
If your report shows that your completed foreign credential is equal to a completed Canadian one-year post-secondary education credential or higher, you can apply through the home child care provider or home support worker pilot.
