In Application form, VISA OFFICE for USA?

Jus want to make sure ...
In the application form for FSW, it asks for the VISA OFFICE
I live in Chicago, USA...
For USA,, is BUFFALO only a VISA OFFICE for PR? or can it be DETROIT also?

I wrote buffalo, USA...I heard that only Buffalo is the correct office for PRs but not sure.

If you sent it to CIU Sydney and the fee was in $US, it is coming back with the draft uncashed.
