Hi, I am currently on an IEC work visa working for the Town Of Banff, My girlfriend and I are about to submit our Common law sponsorship application, i have included in my application the from "Application to Change Conditions or Extend Your Stay in Canada" am i right in thinking that after the first stage of processing this will entitle me to an open work permit until i get the final say on the sponsorship application?
I heard that too, they included it in their applications ..mine,i waited after the first stage approval and they asked me to apply for open work permit..that will be faster but how about the $150 payment for the open work..are you going to pay it now?

Are you applying inland or outland? If you are applying inland, once you receive AIP (generally 11-12 months) you would be eligible for an open work permit. You can either apply at the point AIP is granted or you can submit the OWP application with your PR applications.
If you are applying outland you have to wait until the entire process is done; specific time required depends upon the visa office handling your application.
I am applying Inland, i have another IEC Visa which i can apply for for 2013 so i will be able to carry on working during the application, i was just covering all my bases. So from the point i submit my application it will take up to 12 months to be granted an OWP?
I got mine 12 months after they open it.but i applied it after I the first approval.I don't know how long it will take if you included it your applications from the very start, maybe a little bit faster.
Those numbers are what CIC reports - there is certainly variation in them and sometimes things happen that we don't find out about for months (e.g., closing the Buffalo visa office, which was just announced.) In addition, the hope is that with the new computer systems in Vegreville the waiting time will start to decrease at some point (that's the theory).
But right now it takes about 11 months before they start processing the application, and then 8 months after that to complete the process (so 19 months TOTAL.) That's the 80% figure (so 80% of applications are completed in this amount of time). See http://www.cic.gc.ca/english/information/times/perm-fc.asp.
