If I get a job offer from a Canadian company. (I am in the US) Will I still need to meet the requirements for Canadian Experience Class in order to get a work visa?
Here it lists that I will need to have 1,560 hours of experience to qualify. Would this still apply to me if I independently receive a job offer outside of the Skilled Workers Program?
You can only qualify for the Canadian Experience Class program if you have at least one year of full time work experience in Canada. Yes - you still need at least 1 year of work experience in Canada even if you have a job offer.
If you have a job offer and don't have 1 year of work experience in Canada then you would apply for PR through the Federal Skilled Worker / Express Entry program. Note for the job offer to actually count as a job offer your employer not only needs to give you the job offer but also obtain an approved LMIA.

Thank you. I was worried that I would not be able to work due to the fact that I am just shy of the 1,560 hour mark. It means a lot to know that I can still come and work without that requirement provided I have my offer.
