I need some advice regarding immigrating from two countries. I hope someone could help.
My sister and niece are citizens and residents of the Philippines. Her husband lives in Qatar and is an Egyptian. They would like to immigrate as a family to Canada but have no idea how to start the process because of their residencies. Where should they apply from (Qatar, Egypt, the Philippines)?

It doesn’t matter. It’s all done online. Just have the principal applicant answer all the questions as is based on where he currently is (likely Qatar).
Even passports can be submitted at virtually any country, not just the countries of residence, when approved.
