I'm unsure which application to make lots of advice required (thanks in advance)

My husband has served in the army for 14 years he is a signaller, a physical training instructor and holds majority of his driving licenses. For the last 2 years he has been recruiting for the army reserves. We are unsure which way would be best for us to apply and if it's skilled entry or express entry which NOC code should he use? My parents have lived in Ontario for the last 5 years

What is your husband's citizenship? If he is American, it's possible he may get a job offer in Canada under NAFTA, which eliminates much of the complicated foreign workers. I'm not so familiar with this as much as other members here though.

Federal Skilled Worker falls under Express Entry--both processes are necessary. FSW is the eligibility qualification, while Express Entry is the order when he will be invited to apply for permanent residence under FSW. Express Entry is biased toward youth (mid to late 20s) and post-graduate degrees.

Your parents being in Ontario adds a few points in FSW qualification, but none for Express Entry points.

we are both British and living in Scotland, with the FSW which would be the best NOC code to go with its confusing the life out of me my mum said she doesn't think she can even sponsor us as I am 30 and hubby is older so none of us could be classed as dependents.

Right, your parents can't do anything to sponsor you as you are no longer a dependent.

You or your husband will need to qualify to immigrate on your own. If education/experience doesn't meet the requirements Canada is looking for, then there will basically be no way to immigrate to Canada.
