Hi steakpie! Well, I'm still about to lodge my study permit application and I'm a little hesitant if I should attach my IELTS Test Report in the application or not.
My speaking score was 5.5 and rest were above 7 and I still got in. For the vo, ielts score is a pass/fail criteria for them. Meet the minimum and it won't become a factor.

u must include your trf of ielts to visa file in any case.....your scores are good. and u met the eligibility criteria for ielts. thats it...go for it.
