I'm a sir Lankan and I have 2 visitor visa refusals last year, now I want to apply as a student, is it possible to apply now?
My earlier visitor visa refusal reason was
1. purpose of travel
2. travel history ( when I apply I don't have a travel history, now I have visited Russia, Georgia and Qatar, recently)
3. ties in the country of residence.

Officer thinks that you want to come to Canada and stay with any way. Unless you have a logical gap between your last application.
In other word your second application will be in against your purpose of visit in your first application.
A 3rd application would mean that you're desperate to come to Canada and your real intention is to stay. Take some time to build your ties to your home country. Also a good travel history would be: USA, Schengen Area, Australia, UK, NZ.

You would want to have a very strong profile for the study permit to have a chance of being approved after two TRV refusals. Something along the following lines:
- Studying an advanced degree in Canada (either Master's or PhD) at a top public university.
- Significant funds saved (well over the minimum to cover the costs of tuition + living expenses).
- Traveling alone. No family members coming with you.
