If passport dispatched on monday or tuesday it means der is refusal?????

seniors pls help, as i got lot of knowledge from dis forum nd looking forward for help frm seniors, i hve applied for TRV on 13th feb chc chandigarh (India) my wife is student in Canada since last 6 months and she sent me all necessary documents and evn i had shown all docs needed like ITRs property savings and all, i hve seen 6 cases till now in my family, people who got der passport at weekend got da visa and people who got der passport by tues or wed were rejected , is it real? means chc dispatch passport wid refusal on mon or tues or any1 got visa on dese days????? and one more thing how much time dey take for processing visitor visa?? pls help
