My PR card is undergoing through the secondary review (since November 2016).
My PR card will expire in the end of March 2017.
I wonder, how can I apply for jobs in Vancouver, if my PR card will be expired?
As far as I understood, it takes much time to receive a new PR after the secondary review.
Is there any official document that can state that the PR card is undergoing a renewal process?
How can I look for a job in this case? If I am selected as the appropriate candidate for a job, will the employer hire me if my PR card will be expired?
Does anybody had the same issue?

Does it mean, that SIN card also has a 5-year period, like a PR Card? I am confused.
If the PR card is being issued for a 5-year period then the SIN card has the same expiry date? My PR card will be expired in the end of March 2017, it means that my SIN number also will be expired the same day?

The expiry of a PR card has no impact on your PR status. I was still working and even got a security clearance for my job all while my PR card was expired. Your PR card is mainly a travel document and official proof of your PR status in Canada. You can even use a expired PR card to renew your health card and driving licence up to 5 years after its expiry! Your status in Canada does not change, you are still a PR. With my work when I had to renew my security clearance they asked me for my PR card. I gave them a copy and they also just wanted a receipt showing that its being renewed so I gave them the print out of the receipt.
Like I said, the main issue you will have with an expired PR card is coming back into Canada on a commercial vehicle (Plane, Boat, Train). If your not planning on travelling for the next little while then your situation is not affected.
Now the one thing I will mention to you.....these secondary reviews are a pain in the a**. Its just a waiting game now. From the date I got my letter saying my PR has gone for a secondary review until the day I got my renewed PR card was 10 months and it can take up to 1 year. So seeing as you received a secondary review notice in November 2016, be prepared to wait until November 2017 for your card to come through.

However, on the back the SIN card it reads "THIS IS NOT AN IDENTITY CARD. THIS CARD IS NOT AN AUTHORIZATION TO WORK IN CANADA." Therefore, I'm not sure if we can actually use this number to legally work in Canada when the PR card is being renewed.
