I heared from some of my friends that I am working in the USA, so, I don't needed to appeared for IELTS or not needed IELTS to apply for FSW1 PR, they told me that CIO and embassy wave of IELTS test and interview too, because they knows that applicant is woking in the USA so, he/she is know english very well, my points are 69 but without IELTS (AS I Calculate from CIC site self-assesment test result).
Please make me clear that if the person working in the USA on H1B since 2years they have to go for IELTS exams? my Primary language is Hindi, second is english. studied in English medium Nursery, school , university.
some guidlines needed to clear my doubts.

Unless your mother tongue is English, all your schooling was in English, the language in the home was English and all you work was in English, then you don't require IELTS. Otherwise you do.

My nursery , schooling , university everything in english medium, work from first day in india , europe, and now in the USA in English. so, I guess in this its not needed IELTS, may be thats why my friends told me not go for IELTS? I already submitted on Jan-05-2010 my application to CIO sydeny.

Yes PMM is on the spot, Immigration officers cannot call you for an interview to test your language skills. Hence they rely on IELTS or other testing procedures to determine your language skills, and award you points.
You will have to give conclusive evidence if your not submiting a test, that your language skills are adequate to obtain maximum points.
Otherwise they may give you less points or No points.
