I took the test twice
first time the result was as follows
listening 5.5
writing 5.5
reading 6
speaking 6
overall 6
second time
listening 6
writing 6
reading 6
speaking 5
overall 6
can I apply as a FSW using the one of these results?
if not
can I apply using both the first and the second results

No you cant.
if not
can I apply using both the first and the second results
NO you can't do that. You have to give IELTS again

You need to score at least 6 in every area. You can not combine scores from different tests.

You need minimum 6 band in each module for FSWP
