Actually, 38 is true. Coz in the reading passage it said that in 1960 there was a slight increase.

Sorry, wrote it in a confusing way. I meant that the answer is "Yes" and not "True" if that makes sense. Like you could answer, Yes, No and Not Given. Hope it makes sense
