I have also put Local. In some cases both answers are correct. There are a lot of examples at the britishcouncil, for exemplo there is a correct answer: international or foreign students. Both of them are write.

For experts questions in listening, does anyone remember the answer about peak. Was it world has reach its peak or oil prices have reached their peak.
Also was there any answer related to stock market
Do you all know where else we can get those answers?
I also did the IELTS last week, but only the first listening section was similar to yours, all the rest was different.. I'm praying to get a good score but honestly I'm not sure, maybe I'll have to do the test again.

yes but you initially said that both local and traditional can be correct giving the example of foreign/international students from a previous test. This example is not relevant here because local industries and traditional industries do not mean the same thing. In the context of describing students who are not native to the country they are studying in, then both "foreign" and "international" mean the same thing.
So to clarify, its either going to be traditional OR local OR something else. I wrote local but admittedly this is the one answer in the listening test that i missed hearing and guessed.
